UNAIDS Moldova Programme Acceleration Funds Projects

UNAIDS Programme Acceleration Funds (PAF) were designed to assist the UN organizations and bodies to play a catalytic and facilitating role in advancing the scope, scale and effectiveness of a country’s response to the HIV/AIDS epidemic. With increasing resources, political commitment and new interventions, this role becomes even more important and urgent. UNAIDS Moldova has also implemented a series of PAF projects over the few years of its work in the country. PAF Projects are approved on a year basis, depending on the available resources and the specific country needs.

2008–2009

1. Support to the Implementation of Recommendations of the Midterm Review of the National Programme on HIV/AIDS/STIs Prevention and Control for 2006–2010

The project aims to take forward the respective findings and recommendations of the Midterm Review targeting the four key areas where gaps have been attested through the following actions:
  • Develop of the HIV/AIDS Prevention Strategy of the Republic of Moldova;
  • Improve capacities for the strategic planning, implementation and M&E through workshops for technical level professionals involved in the national response at the regional level;
  • Ensure transparency for the activities of the National Coordination Council on HIV/AIDS/STIs and TB and availability of the strategic information;
  • Support of the HIV/AIDS Advocacy Strategy developed by the UNJT on HIV/AIDS.

The expected results of the project are as it follows: improved capacities of regional authorities for the effective implementation of the National AIDS Programme interventions as complemented and improved by the MTR; greater commitment and involvement in achieving National AIDS Programme objectives of the Government, civil society, faith-based organizations and other key stakeholders achieved through the implementation of the HIV/AIDS Advocacy Strategy; comprehensive framework in place for effective prevention of HIV in the general population and among MARPs.

2. Support to Building a Strategic Information Base on Feminization of the HIV Epidemic, Assessing the Impact of HIV/AIDS through Gender Sensitive Lenses, and Providing Evidence-based Recommendations for Enhanced Prevention and Right-based treatment, Care and Support

In the context of mobilizing better and more holistic strategic information that would contribute to better knowledge of the epidemic for enhanced strategic planning, as well as operational planning, the project’s support shall be provided for strengthening the knowledge base through:

  • Carrying out a comprehensive needs assessment on linkages between gender and HIV/AIDS and determinants of the feminization of the epidemic;
  • Strengthened capacities of key stakeholders to use strategic information for improved strategic planning;
  • Developing jointly with Belarus an Operational Guide based on the lessons learnt in the framework of the gender assessments.

The expected results of the project are as it follows: feminization of HIV/AIDS in Moldova addressed through strengthened evidence-based strategic planning and interventions addressing inequalities and disparities; an operational Manual on Gender Assessments produced with recommendations that could be applied in other countries in the Eastern European region.

2006–2007

1. Strengthen Government and Community Capacity in Assessing the Impact of the Epidemic, as well as Defining and Implementing Strategies to Cope with It

The expected result for the activity is an empowered national leadership for an effective country response which will result in improved national policy framework. Joint trainings followed by joint development of strategic documents by the members of the Country Coordination Council and members of the Technical Working Groups will ensure adequate national response to the epidemic, including legislative changes, reduction of prices for drugs, increased coordination and mobilisation of additional national and international resources and setting up a sound system for implementation, review and monitoring of the Universal Access Roadmap that in Moldova has been developed under the National AIDS Programme under the form of Action Plans.

2. Enhance and Foster Equal Access of People Living with and Affected by HIV/AIDS to Decision Making, Along with Combating Discrimination and Stigma

The project seeks to break the cycle of stigma and discrimination by ensuring that PLHIV are part of the decision making process and are fully represented by the Association of PLHIV which is appropriately resourced and prioritized as part of comprehensive AIDS response. It will aim to increase the capacity of the NGOs and government to assess and measure change related to stigma and discrimination by developing a framework for monitoring the direct experiences of PLHIV with regard to stigma and discrimination, fear of stigma and discrimination, disclosure, quality of care etc.

3. One M&E System – Strengthening of the Monitoring and Evaluation System of the National Programme on Prevention and Control of HIV/AIDS/STIs and TB

Implementor/ Management Site: Monitoring and Evaluation Unit, National Centre for Public Health and Sanitary Management

The performance measurement for this project will contribute to the strengthening of the national Monitoring and Evaluation Plan through providing support to the operationalisation of the M&E System which in Moldova is known as SYMETA. Such plans refer to training of entry points, training of the staff from M&E, subcontracting IT services and procurement of equipment to ensure proper processing and transfer of data. Relevant resources are requested to assure the training of staff, including in M&E activities, to support the fees of the consultants and the regular supervision visits in civillian and penitentiary, which represent a instrument for strenghening M&E activities.

2004–2005

1. One HIV/AIDS Framework – Development of a One Nationally Agreed HIV/AIDS Framework for the Coordination of Work of All Partners

Resources will be provided to assure the development of the new NAP through attracting international technical assistance and local experts; and to assure a proper estimation of costs for the newly developed strategies and activities.

2. One Co-ordinating Authority – Capacity Building of the NAC as One National AIDS Coordinating Authority, with a Broad based Multi-sector Mandate

Total Budget: 15,000 USD
Implementation Period: August 2004 – December 2005

Resources will be provided for better co-ordination of the national response and harmonization of the existing systems among different partners; to strengthen the national HIV/AIDS body to lead the national response and strengthen the multi-sectoral approach where the body will be supported by a Secretariat. The UN TG on HIV/AIDS will continue to advocate for the strengthening of a National AIDS Coordinating body and provide assistance, as necessary, for the effective functioning of the latter, be it an expanded NCC or revitalising the NAC which became non-functional because of overlapping of duties with the newly established NCC. Assistance will be provided in the establishment of a Secretariat which will encompass technical expertise and will provide guidance to the various partners.

3. One M&E System – Strengthening of the Monitoring and Evaluation System of the National Programme on Prevention and Control of HIV/AIDS/STIs and TB

The UN TG on HIV/AIDS will provide technical assistance in developing the design of the national M&E system and training of national professionals in management of the M&E system, facilitate activities of the cross-sectoral working group for developing the M&E system and assist in establishing and activation of the system at the MoH. Assistance will be provided to carry out studies on the follow-up and implementation of the UNGASS Declaration of Commitment and to undertake the second-generation surveillance among CSW, IDUs and MSM.
